Economic Performance
Territorial Planning
The Department has undertaken territorial planning and planning studies, including research with a cross-boundary dimension, to provide guidance and direction for long-term development and investment in Hong Kong.
During the year, the Department was also heavily engaged in the ‘Planning and Engineering Study on Development of Lok Ma Chau Loop – Investigation’ (the Loop Study) which aimed to to formulate a comprehensive plan for development and implementation of the Developments and Infrastructure with a view to developing a sustainable, environmentally friendly, energy efficient and people oriented community. It is intended to develop the Loop for higher education uses supplemented by research and development as well as creative industries.
Moreover, the North East New Territories New Development Areas Planning and Engineering Study was in full swing. The overall objective of the Study is to establish a planning and development framework for the selected Kwu Tung North, Fanling North and Ping Che/Ta Kwu Ling New Development Areas (NDAs) to meet long-term housing, social, economic and environmental needs, and to formulate an implementation programme for first population intake to these NDAs by 2019.
District Planning
At the district level, the Department has undertaken district planning, including the execution of various statutory town planning functions, to provide a rational pattern of land use to promote and guide development in the different parts of the territory.
The Department has also served as an executive arm of the Town Planning Board in processing planning applications for development activities. In 2009, the Department processed 769 applications for planning permission, 27 applications for amendments to statutory plans, 563 applications for amendment to approved schemes, 2 664 development proposals and 2 337 lease conditions/modifications, short term tenancies/waivers. All these proposals when completed would contribute to the economic development of the territory.
