Recruitment Advertisement for Non-Civil Service Vacancy

 

PLANNING DEPARTMENT

Information Systems Support Manager

 

Salary : HK$82,330 per month


Entry Requirements : 

Candidates should have –

(a) a bachelor’s degree in Information Technology (IT) or Computer Science from a Hong Kong university, or equivalent;
(b) met the language proficiency requirements of Level 2 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent [See Note (1) below];
(c) at least 10 years’ relevant post-qualification full-time IT working experience, including:
(i) at least 6 years’ project management experience for application development;
(ii) at least 4 years’ intensive experience in managing Government projects;
(iii) at least 2 years’ solid experience in managing Geographic Information System (GIS) systems and;
(iv) at least 2 years’ hands-on experience in managing Helpdesk services;
(d) proven experience in supporting office automation systems such as management of security in workstations and notebooks environment as specified in (c);
(e) proven experience in designing, developing, implementation and maintaining web application, GIS systems as well as system integration as specified in (c); and
(f) proven work experience in the vendor management and outsourcing contractor management.

Preference may be given to candidates who have –

(1) qualification in Certified Project Management Professional (PMP);
(2) qualification in Certified Information Systems Security Professional (CISSP);
(3) experience in procurement of products and services, and project implementation using Project Management and System Development methodologies including PRINCE2, PMP, and Agile; and
(4) experience in IT security in web application development.

 

Notes: (1) For the purpose of appointment of non-civil service contract staff, ‘Grade E’ in Chinese Language and English Language (Syllabus B) in previous HKCEE are accepted administratively as comparable to ‘Level 2’ respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth;
(2) Candidates should attach the application form along with a resume detailing the qualifications attained, previous job responsibilities and experience and specific projects that have been engaged, especially those related to the requirements of this post; and
(3) Suitable candidates will be invited to an interview.

 

Duties : Mainly deployed on

(a) offering IT advice and on-going support on IT systems including GIS and office automation system;
(b) providing technical support services for new business initiatives;
(c) monitoring all phases of IT projects including feasibility study, systems analysis and design, procurement and installation of computer systems, programming, implementation, system nursing and maintenance;
(d) supervising a team to deliver Helpdesk services;
(e) leading a team of system analysts and programmers to implement new computer systems and enhancements to existing systems;
(f) managing the funding and procurement processes of IT systems, products and services;
(g) ensuring the efficient use of resources and the quality of deliverables; and
(h) performing quality assurance of contractor’s deliverables and services.

(May be required to work in remote areas and work outside normal working hours and/or in irregular hours.)

 

Terms of Appointment : Successful candidates will be appointed on non-civil service contract terms for one year.

 

Fringe Benefits : An end-of-contract gratuity may be granted upon satisfactory completion of the full contract period with consistently high standard of performance and conduct.  Such gratuity, if granted, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Schemes Ordinance, will equal 15% of the total basic salary drawn during the contract period.  Rest days, statutory holidays (or substituted holidays), annual leave, maternity/paternity leave, sickness allowance, where appropriate, will be granted in line with the provisions of the Employment Ordinance.

 

How to Apply : Application forms (G.F. 340 (Rev. 7/2023)) are obtainable from any Home Affairs Enquiry Centres of District Offices, Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department.  The said form can also be downloaded from the Civil Service Bureau's Internet website (http://www.csb.gov.hk).  The new version of application form for Government jobs G.F. 340 (Rev. 7/2023) has been in use and available with effect from 26 July 2023.  Candidates who apply for Government jobs advertised on or after 26 July 2023 should use the new G.F. 340 (Rev. 7/2023).  If candidates submit the old version form G.F. 340 (Rev. 3/2013), they will be required to fill in the new G.F. 340 (Rev. 7/2023) afresh and submit it within seven days upon request.  If candidates fail to submit the new G.F. 340 (Rev. 7/2023) within the stipulated deadline, their applications will not be processed further.  Completed application forms together with detailed resumes, copies of certificate of academic qualification and documentary proof of working experience submitted in person or by post should reach the enquiry address on or before the closing date for application.  Please specify the title of the post being applied for on the envelope.  The postmark date on the envelope will be regarded as the date of application.  To avoid delayed or unsuccessful delivery of applications by post, please ensure that the correct address is clearly printed or written on the envelope and sufficient postage has been affixed before posting.  Mail items bearing insufficient postage will not be delivered to this Department and will be returned to the sender or disposed of by the Hongkong Post, where appropriate.  Applicants will bear any consequences arising from paying insufficient postage.  Applications which are late, incomplete, not accompanied by copies of the supporting documents, submitted by fax or e-mail, or not made in the prescribed application form will not be accepted.  Candidates who are selected for interview will normally receive an invitation in about six to eight weeks from the closing date for application.  This period may be longer in exceptional circumstances, e.g. when a large number of applications are received or when there are other complications.  Those who are not invited for interview may assume that their applications are unsuccessful.
