Geographic Information System / Artificial Intelligence Support Officer

 

Salary : HK$64,780 per month


Entry Requirements : 

Candidates should have –

(a) a bachelor’s degree in Geographic Information System (GIS), Geomatics, Geo-information Science, Geo-informatics, Information / Computer Science from a Hong Kong university, or equivalent;
(b) met the language proficiency requirements of Level 2 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent [See Note (1) below];
(c) at least 7 years’ post-qualification full-time working experience in Information Technology (IT) or GIS in undertaking application server administration, application system development and maintenance, and user training;
(d) at least 4 years’ post-qualification working experience in GIS application system analysis, design, development, implementation and/or maintenance using GIS software including ArcGIS Server and Desktop, and enterprise database software including Microsoft SQL Server;
(e) at least 2 years’ post-qualification working experience in developing application systems using common programming languages such as JavaScript, web services protocols, HTML5, Python, C#.NET and SQL; and
(f) at least 2 years’ working experience in application of Artificial Intelligence (AI) / Machine Learning (ML) related technologies.

Preference may be given to candidates who have –

(i) good knowledge and project experience in open-source GIS software, small unmanned aircraft (SUA), remote sensing, Building Information Modelling (BIM) and mobile computing;
(ii) experience in implementation of GIS for town planning and related fields; or
(iii) strong knowledge in AI/ML and data analytic.

 

Notes: (1) For the purpose of appointment of non-civil service contract staff, ‘Grade E’ in Chinese Language and English Language (Syllabus B) in previous HKCEE are accepted administratively as comparable to ‘Level 2’ respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth;
(2) Candidates should provide resume and/or supporting portfolio (max. ten A4 pages) detailing the qualifications attained, previous job responsibilities and specific projects that have been engaged, especially those related to the requirements of this post; and
(3) Suitable candidates will be invited to an interview.


Duties : Mainly deployed on

(a) providing technical support for GIS systems to ensure smooth operation; developing and enhancing in-house GIS applications/projects; and troubleshooting any issues/bugs during upgrading/changing or migration of the GIS software;
(b) managing the GIS-related software licences to ensure that the licences are used in a cost-effective manner;
(c) researching, exploring and formulating proposals for the application of Artificial Intelligence (AI), Machine Learning (ML) and big data analytics to facilitate planning analysis and decision making for the Planning Department and the Town Planning Board;
(d) helping monitor and giving advice on IT projects involving GIS and AI / ML technologies;
(e) conducting training sessions and workshops on AI/ML applications, and promoting AI / ML-related knowledge and skills development in the Planning Department; and
(f) evaluating and integrating new AI technologies and tools to optimise GIS operations and expand analytical capabilities.

(May be required to work in remote areas and work outside normal working hours and/or in irregular hours.)


Terms of Appointment : Successful candidates will be appointed on non-civil service contract terms for one year.

 

Fringe Benefits : An end-of-contract gratuity may be granted upon satisfactory completion of the full contract period with consistently high standard of performance and conduct.  Such gratuity, if granted, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Schemes Ordinance, will equal 10% of the total basic salary drawn during the contract period.  Rest days, statutory holidays (or substituted holidays), annual leave, maternity/paternity leave, sickness allowance, where appropriate, will be granted in line with the provisions of the Employment Ordinance.

 

How to Apply : Application forms (G.F. 340 (Rev. 7/2023)) are obtainable from any Home Affairs Enquiry Centres of District Offices, Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department.  The said form can also be downloaded from the Civil Service Bureau's Internet website (http://www.csb.gov.hk).  The new version of application form for Government jobs G.F. 340 (Rev. 7/2023) has been in use and available with effect from 26 July 2023.  Candidates who apply for Government jobs advertised on or after 26 July 2023 should use the new G.F. 340 (Rev. 7/2023).  If candidates submit the old version form G.F. 340 (Rev. 3/2013), they will be required to fill in the new G.F. 340 (Rev. 7/2023) afresh and submit it within seven days upon request.  If candidates fail to submit the new G.F. 340 (Rev. 7/2023) within the stipulated deadline, their applications will not be processed further.  Completed application forms together with detailed resumes/supporting portfolio, copies of certificate of academic qualification and documentary proof of working experience submitted in person or by post should reach the enquiry address on or before the closing date for application.  Please specify the title of the post being applied for on the envelope.  The postmark date on the envelope will be regarded as the date of application.  To avoid delayed or unsuccessful delivery of applications by post, please ensure that the correct address is clearly printed or written on the envelope and sufficient postage has been affixed before posting.  Mail items bearing insufficient postage will not be delivered to this Department and will be returned to the sender or disposed of by the Hongkong Post, where appropriate.  Applicants will bear any consequences arising from paying insufficient postage.  Applications which are late, incomplete, not accompanied by copies of the supporting documents, submitted by fax or e-mail, or not made in the prescribed application form will not be accepted.  Candidates who are selected for interview will normally receive an invitation in about six to eight weeks from the closing date for application.  This period may be longer in exceptional circumstances, e.g. when a large number of applications are received or when there are other complications.  Those who are not invited for interview may assume that their applications are unsuccessful.
